“SHOULD GOVERNMENT FUND FREE HEALTHCARE THROUGH TAXES OR SHOULD CITIZEN PAY THEMSELVES WITH PRIVATE HEALTH INSURANCE?”

5	Counter Argument	First: Healthcare is a fundamental right of every person. Second: Either government and citizen have their rights and obligations. People fulfill their obligation through paying taxes while they receive their right which is reduction of healthcare’s cost so the medication become easier for every level of society.
6	Conclusion	Everyone has a rights to receive the best service instead of their obligation to pay taxes, including healthcare. So government to fund free the healthcare service as long as people pay taxes.

Government as a personification of this country has a responsibility to fulfill the citizen rights including conduct the free healthcare service for citizen especially those who have been paid taxes on time. In order to contribute the country’s development, people are obligate to pay taxes which will help to improve some aspects such as infrastructure, economy, education and healthcare.

First, Government have to make sure the public welfare which the part of human rights and the goals of Indonesia that must be realized in accordance with Pembukaan UUD RI 1945. The Second Amendment of Pembukaan UUD RI 1945 contains a constitutional guarantee of the right to obtain health services as one of human rights. According to UU Number 36 2019 about health in Article 14 until Artikel 20 define a lot of public healthy service types which lead this country to become 'Indonesia Sehat' through the SKN (Sistem Kesehatan Nasional) program on 2nd March 2004 by KepMenKes. RI Number 131/Men.Kes/SK/II/2004. It stated that Government have to protect and provide the healthcare service .

Second, Government need to improve program that have been conducted especially the healthcare program. Many public legal entity have been conducting, that responsible to conduct the national health insurance. Instead of fund free the healthcare program, government can successfully (at least) minimize the cost so people get easier to get the medication. Another example is JKN (Jaminan Kesehatan Nasional) program, Paradigma Sehat program, and Penguatan Pelayanan Kesehatan program. The ministry of health RI, Nila Moeloek, states that the data show the increasing engagement which from 78.43% become 80.61% (2016). In 2017, it become 83.67% until December and 2019 reach 73.50%. Data reveals the percentage of healthy program uses and affection.

Third, minimize the gap among the rich and poor people because they both deserve to become health, yet keep being fair. Either the rich or poor people obligate to pay taxes as a citizen of this country, so it shows that both of them deserve to get the good service of government. But fairness must to be appeared, when a poor people get the free medication while the rich one gets the payment discount through taxes that they have been paid.

Public opinion state that "Government have to provide the best healthcare service for all people".  Actually 'fund free' does not mean you receive 'totally free'. It does not how financing circle works, free means you receive what you deserve to be received not what you are required. Instead of reduction of medication that you have gotten, you must pay taxes on time. So you fulfill your obligation meanwhile you will get your rights.

Government obligate to provide the best public program in order to reach the goals of Indonesia which get people healthier and people welfare. So as long as they pay taxes on time, they deserve to get fund free or at least the reduction of medication payment.
